I believe it. A properly tuned, high performance engine is a very
efficient machine. Many engines are capable of this in the proper
tune.

Most cars are driven by Joe Commuter, who doesn't make
sure that his car is 100% in perfect tune all the time.
The cat is an inexpensive way to make cars clean, without
requiring massive maintainence work. A car with 50,000
miles on it, can still run great, but I would imagine that
it doesn't run with the same efficiency as it did when
new. Most people get in, turn the key and drive. They fix
the car when something breaks. Most of us folk want the
car at 100% effieciency all the time. Hell, I've seen
cars with twin webers and no cats pass emmisions with
careful tuning.
