No, they're not always right, they're just a million tons. Witness the metro
busses travelling up and down the roadways with black particulate falling
out of the tailpipes while they worry about 1.6l econoboxes having all the
emissions stuff crap hooked up.
This is in the same vein as required daylight running lights, required air
bags and a host of other laws foisted on us to treat the symptoms rather
then curing the root problem.
