If you'd ever dissected an old brake hose, you see the cause of this.

The inner rubber tube gets blocked by disintegrating rubber deposits, which 
can form a 'valve' effect, which prevents the pressure from releasing back to 
the M/C.

There are some extremely good braided replacements available from the various 
know suppliers.
