I've had good luck with a small sharp chisel and a small hammer. They
aren't all that tight, so once you get them moving, the bolts come right
out.
I parted out a car that had an intact set of twist-off bolts and domed
caps. Dunno what I'll do to with them, but they are original parts, so...
