It comes down to do you want to be right, or get a title and tags for your car.  Bill

They insisted that the Oh was not valid in a VIN and it had to be a zero.  Realized reality didn't matter with the DMV and it wasn't worth trying to be right with the facts.  Since my car has be a CA car since new, I'd guess when initially titled in 1972, they marked it as a zero.
