[TR] TR4 Won't Start

I would definitely try swapping in points/condenser. They are much more tolerable to low voltage conditions. I'd also check all your grounds. I run heavy gauge gound cables between the battery, body, chassis and engine. That the best way to reduce voltage drop to the ignition during starting.
