Another tool you may want to purchase is the SOLAR BA5 100-1200 Cold Cranking Amps Electronic Battery Tester.  Link to Amazon below.

What is cool about this tool is you don't have to have the battery fully charged, or disconnected from the car, etc. Hook it up and it will give you the status of the battery.  If I remember right, there is some info on the battery you plug into the tester, so it can tell you if it's at the full cranking amps, as well as volts.

There are two models:  One has batteries in it, a bit more expensive, the other does not as it uses power from the battery being tested, which is the one I purchased.

Is the 13.45V measured at the battery with the charger off?

If yes, then that may be a misleading number - for a better reading after a battery has been charged I usually turn the headlamps on for a minute (or wait 12 hours)..
