I found a new product that has worked for me on frozen bolts, it's Freeze
and release from Loctite. There are a couple of other products like it that
are also available. You just spray the freezing for about 20 seconds and
then wait about 10 minutes and remove them.  The idea is that it cools the
bolt and shrinks it and in the spray there is also a lubricant and it
penetrates. I've had some luck with this.
