A battery has internal resistance, which limits the discharge rate.  You
can weld with it, but it's rarely more exciting than that*.

A capacitor, OTOH, can discharge rather more quickly.  Not a good thing.

*(exceptions made for sparks around hard-working wet cell batteries, which
can get very interesting very quickly.  Wear safety glasses when
jump-startign cars!)
