[TR] Tach needle (TR3)

I've never done this but it might help narrow the problem down to
'instrument or cable?'.

You could switch the cables between the speedo and the tach and see if the
problem moves.

IBM engineers will recognize this classic trouble-shooting technique (and
recall the joke that goes with it).
