Nope, they are 5/16-24 UNF.  5/16 BSF is 22 tpi.

I believe the original nuts just get worn down with time, and people using open end (or worse yet adjustable) wrenches on them.
They are short "lock" nuts, so not as strong as a regular nut; and the rocker body interferes with an open end.  Get a decent 1/2"
box end wrench and you shouldn't have any trouble at all.  (Better yet might be a 6 point box end, but I don't suppose most people
have those.)
