It means that you tighten the first nut sufficiently to hold the plain 
washers and the sleeve together as an assembly, without over-torquing the 
nut.  This applies the correct preload to the upper and lower rubber 
mountings.  The lock nut is applied to hold the first nut in place. 
Remember to hold the first nut with a wrench while torquing the lock-nut 
against it.

When this is all done, drink a small shot (a "nip") of Glenfiddich in 
celebration.
