You've assumed that "combustion efficiency" translates directly to better
fuel mileage.  That ignores the considerable engine output needed to run the
hydrogen generator; which will be more than 20% of what it take to move the
vehicle, for a net loss.

Besides which, it's impossible to improve "combustion efficiency" by 20%.
Modern car engines already totally combust well over 99% of the fuel intake
so even a 1% improvement is impossible.
