[Spridgets] Tags and Titles rules for a Brit!

Many thanks.  My 69 Sprite is exempt emissions (hydrocarbons) which is good
since it runs a near full race air/fuel ratio!  It just has a visible smoke
test (if the engine was burning a massive amount of oil it might fail).
