Not a question of ethics from ebay's point of view.
It's a question of loosing customers because of the customer's ethical point of view.

That can't be a good thing for ebay's business.

If we all loved ebay and thought they were making the effort to make the auctions proper then we probably
would'nt care if they had the monopoly or even charged a little more.

We just want the auctions to be fair and don't want want a "dirt bag" experience.

Like the time I wanted a Thinkpad T30 and IBM ran out.   IBM told me to go on ebay.
I find one and I place a bid.   After I won the auction and sent the money the seller indicated to me that he
did not have the item.  WTF?  Selling things we do not have?

After a sluggish response from ebay's customer service, this dirt bag ends up leaving me
bad feedback!

I still think the shill bidding is easily detectable by their servers and they should just implement it.

Dean, do you REALLY think that eBay has "ethics"??
These are the same jokers that are pressures everyone to use PayPal. Since they OWN PayPal, they get paid on both ends, by the buyer 
AND seller. They are just a legal scam.
