[Spridgets] Removing a cut-off bolt.... Ideas??

Ask a bicyclist that has been hit by someone driving while on a cell phone and they will tell you that the fine should be loss of license on the first offense.  I tend to agree with them.  Pull over if it is important enough to talk while driving.  There is no excuse for that.
