On mine, I was able to improve the fit of the taper, by spraying a little machinist's blue on the shank (black magic marker would
probably do), using that to mark the high spots inside the quill, then working them down a bit with crocus cloth.  Lather, rinse &
repeat.  No more dropouts, and it improved the runout a lot, too.

Another approach might be to just lap them together with a little fine lapping compound.

But Loctite would probably be easier, if you don't plan to ever take it apart.
