Doug - I had the same problem several times with my Harbor Freight
special a decade or more ago. I cleaned up everything, opened the chuck
up wide so the three clamp parts were inside, and wacked it good with a
rubber mallet. I have not had any problems since in hundreds of uses,
including some heavy loading.
Some of the other suggestions may be better, but once you get it seated,
you should be good for a long time.
For anything where the bit might grab, I recommend clamping the work to
the drill press table. You can also pick up a cheap drill press vise like

to help you out. By not having any movement in the work, you reduce
the potential for the bit to grab.
For drilling metal holes, I recommend the step drill bits - samples at
http://www.harborfreight.com/catalogsearch/result?q=step+drill+bit
These bits are also great for slightly beveling the edges of metal or
plastic holes and they don't grab like a twist bit.
