Mike, from memory, there should be a v shaped washer and felt seal above 
the top plate to keep the plate down a bit from the head so that oil can 
circulate between the plate and the head. It sounds like that may be 
missing as the top plate shouldn't be floating, In the bottom there 
should be a plate and spring to keep the element pressed up to the top 
plate. The bottom plate is raised up in the centre to centralise the 
element.
