Rodding/cleaning a radiator is rather useless. For a bit more you have a 
new core installed and it is very hard or even impossible to remove 
scale from a core properly and so far I have had very little luck. These 
days I go for a new core or radiator.

Indeed it is vital that all air should pass through the radiator, so 
blocking up all openings around the radiator shell is called for. Very 
often the top is forgotten
