[Fot] Help Identifying this

 That is an inline brake dampener. It is 1960's anti-lock. It absorbs the pulsing in the brake line and peddle due to things like a warped rotor or out of round drum. I used to use them back when I didn't have any money and raced with whatever junkyard parts I could cobble together. They do in fact work.
