[Fot] Help Identifying this

 Thanks, Rick.  Somebody must have been promoting these when I was getting started in the 1970's.  As I became more competitive I must have removed it and forgotten all about it.  Never missed it.

 It's a brake spike dampener, supposed to keep the brakes from locking in an over braking situation. It would be good on the rear brakes but not the front.
