I would say that a 7" wheel is not necessary unless the car is highly modified and for SCCA, on a TR3 and they would not be legal for vintage racing.  A six inch wheel will work, but clearance becomes an issue on both sides, fender and leaf springs, with a 205 tire.  The rear fenders will have to be rolled and the leafs relief ground for tire clearance depending on the wheel offset.  If spacers are used to clear the springs, the fenders will be more of a problem, even if they are rolled.  
I use spacers and the fenders are rolled.
A 185/65 tire will work without modifications if the wheel offset is close to standard. 
A 5.5" wheel is vintage legal in most, if not all organizations and will most likely not have fitment issues, especially with a 185/65 tire.  Hoosier Speedsters are the tire for that application.  There are more selections in a 205/60 tire which fit a 6" wheel better than a 5.5".
I had no problems with stock fenders and no spring clearance problems with 5.5" wheels and 185/65 Hoosier Speedsters and no spacers.  As soon as I put 6" wheels and 205/60 Yokohama A048s, fenders and springs had to be modified.
My wheels, both 5.5" and 6", are Panasports with, I think a +6mm offset.
Long story short, wide wheels and tires are a problem on the rear of a TR3.  Front tire, wheel, fender clearance has not been an issue.
