Sven,

In the USA we have something similar, but it is up to each 
state.  Some states don't do it, other do.  Here in Virginia, we have 
to do it every year.  The only exception that I know of is if you 
have Antique license plates, you don't have to
have the car inspected.

I'm not sure what you mean.  Do they test the breaking power of each 
wheel?  We don't have that. Or are they looking at the amount of wear 
on each of the
brake shoes?  That the check here.

If the brake were was uneven a year ago, I'd expect it to continue to 
be unequal.
But as long a the difference is the same each year, then I'd say the brakes are
working evenly.  If the aren't then one brake is working harder than the other.

You may have had a brake stick at some time and wear one shoe more than
the other side.  But now if all the shoes are doing an equal job, 
then the percentage of wear should continue to be the same (but 
different between the two
sides).
