[Bricklin] Rear bumper question

Smoky I live in Utah so when I had that tank I didn't worry about it. Put it
on in probably 92. Took it off 2 years ago and replaced it w John Martins
tanks at front of car. They do have a drain.  But my old tank didn't have any
water in it.
But should I move back to my cabin in state college PA I will want those
drains.
