[6pack] Choke Cables for SU HS6 Conversion?

I have SUs from a Volvo and have noticed that with the float adjusted to the 
low end of the spec that the fuel level is right at the top of the jet. Is 
this the reason that Joe Curto recommends using "shorter" float bowls? How about 
just adjusting the float level until the gas is maybe 1/16" below the top of 
the jet?
