I just wait for night, find a car parked on a level street, park about 20 feet behind it and adjust low beams so the top of the cone is just a little below the back window. So you won't be blinding the person in front of you by shining your lights at the rear view mirror. The right side should shine a little to the right enough so you can see pedestrians. The left should be pointed directly forward to minimize light blinding oncoming cars.
