One thing I've done in a couple of vehicles is mount the front
plate to the passenger-side sun visor with rubber bands. When
parked, flip the visor down so the license is visible.
Palo Alto has "zoned" parking, enforced by folks who walk around typing
license numbers into a hand-held computer. They insist on a front
plate being visible - if not, a fix-it is issued.
