This is a common (albeit controversial) method of blocking the bypass hose
when using a typical auto-store replacement thermostat.
The original style tstat Bill mentioned has a sleeve that blocks the bypass
as it opens. Modern-style tsats lack such a sleeve but (particularly in
climates where cold mornings do not occur) owners often use the copper cap
you describe.
I use one but also have a 3/16" hole drilled thru it to permit some flow
rather than have hot coolant burst on the scene all at once when the tstat
opens.
Can't swear it helps -- can't swear any of the things I have done help --
but the engine does not over heat in Tucson summer driving and everyday
mountain climbs.
