Takes a special process, called brazing.

Personally, I would opt for steel. Brass is soft and apt to strip, which is
undesirable for a gas tank, IMO.
If I were doing it myself, I'd probably still braze the steel fitting in.
Brazing happens at a much lower temperature than welding, so has a lot less
potential for warping the tank. It can also be undone at a future date, and
a different fitting (or bung) brazed back into the same hole. If you weld
the fitting, then removing it will leave a larger hole that will have to be
repaired before a different fitting can be installed.
