Following Roger William's suggestion (p. 80 pict, in his "How to Restore a Triumph TR2,3 &3A") I welded an additional length of tube into the rear spring hanger cross-tube. However, none of the restorers that I've talked with have said that this additional stiffining was necessary. This is a relatively easy and 'unseen' improvement, so I did it!
