Does the car run fine once started and warmed up?  If so, I'd look at the 
choke cable and make sure you are getting full movement of the linkage when the 
cable is pulled.  On my own TR4, I found that the cable had slipped slightly 
free from the pinch clevis. What appeared to be full extension of the choke 
knob 
only brought about a slight opening of the chokes.  Once the cable was 
snugged up and the pinch-bolt tightened, the car started like a champ and 
continues 
to do so.
