They're really two different things, the clamps are to prevent any gross
movement of the liners caused by moving the pistons in the bores.  The
liners should actually stand slightly proud of the block even when the head
is clamped down (squeezing the head gasket tighter above the liner edges),
but the fig 8 gaskets are also slightly elastic at the pressures involved,
so they do (or should) expand slightly when the clamping force is removed.

It's unlikely that your clamps apply enough pressure to make any difference,
but you can safely remove them as long as you don't turn the engine or
attempt to remove the pistons with the clamps off.

Measure how far the liners stand proud.  I think the book says .003" is
acceptable, but I like to see .004" as I've had a lot of trouble with
leaking head gaskets over the years.  Be sure to check both sides, as my
last bout with leaking head gaskets turned out to be that the clearance was
too small (.002") on one side.
