Well, having the rear brakes stuck on would certainly make the car
sluggish!
The usual cause of a stuck handbrake is a rusted cable. This often
happens to people who use their handbrake only infrequently. In
winter someone might pull the handbrake on a wet day only to have it
freeze during the night and be stuck in the morning. I don't think
you're having that problem now unless your part of NY state is in the
southern hemisphere. :-)
Once you remove a rear wheel you can easily unhook the handbrake
cable on that side from its mechanism on the brake mounting plate.
The shoes can be loosened via the square shaft sticking out near the
bottom of the inside of the mounting plate; this is actually the
brake adjustment. Once the shoes are loose enough and the 2 (or is
it 4?) screws holding the drum to the axle are removed, the drum will
come off easily.
As for them stopping when you depress the clutch, drum brakes are
usually tightened to have a tiny amount of drag. But it does sound
like yours are too tight.
