In Quebec you can only tow with a bar or a dolly. No rope permitted. Bigga

I can't swear it's not illegal somewhere, but it's certainly legal in
California.  However, having tried it both ways, I would definitely
recommend using a tow dolly instead of a tow bar.  It rolls easier, turns
corners easier and is generally just a whole lot more pleasant to drive.
