This is correct, though all that happens is it binds at the top of the
thread (where it runs out on the stud) rather than the bottom of the thread
(where it runs out in the hole)

I always thought that the plain section was required to keep you from
bottoming out the stud into the blind hole. True? If so, I think you could
stake the threads at the appropriate spot to keep it from turning in.
