Bruce,

I've used JB Weld to pinholes (and potholes <g>).  It seemed to work fine
and hold paint.

I saw Harold's message about "Extend" for surface rust.  It seems to work
fine as long as the rust is not too deep.  The point he makes about coming
back and hitting it with a wire brush until you don't uncover any additional
rust is true/important.
