I don't have any measurements handy, but what you describe sounds normal to
me.  There is a large half-loop between where the outer housing attaches to
the frame, and where it attaches to the rear axle.  In fact, there is
supposed to be a spring (P/N 060274) that supports the half-loop, and keeps
it from dragging the ground.

I can only guess it was done this way so that the movement of the rear
suspension would not strain the rather stiff outer housing, but even
original ones seem to be longer than necessary.
