What you need is a bearing separator/puller to get your inner bearing off.
They have thin jaws that clamp together behind the bearing, and then you can
use threaded rod to make the puller as long as necessary.  I've got a kit I
bought at HF, but it doesn't seem to be on their web site, so perhaps they
no longer carry it.

IMO your problem is the dirt in the bearing, it's causing the bearing to
seize and the bearing inner race (cone) to turn on the stub axle.  It
eventually gets hot and spot-welds to the axle, which forces the bearing to
start turning again.  Solve the dirt problem, and I think the other problem
will go away.  A little Loctite stud and bearing mount wouldn't hurt,
either.
