Either your horn push is shorting out, or your relay is stuck.  More than
likely the horn push.  You can pull the push out by removing the rubber
ring from the center of your steering wheel and then pry out the horn push
(button) assembly.  Behind the push is a spring loaded bush that makes
contact between the push and the slip ring behind the wheel.  Check this
spring loaded assembly.  It has a plastic sleeve, a spring and two carbon
bushes.  Check the plastic sleeve and make sure it is intact.  These tend
to get brittle with age and may have broken away allowing the bushes and
spring to contact the wheel which will cause the horn to be always on.

If the bush is OK then check to see if your horns are still on with the
push out of the wheel.  If it is then the problem is elsewhere.  If they
are off check the horn push with an ohmmeter to see it it has continuity at
ll times instead of only when pushed like it should.

If the horn is still on with the horn push out, then it is time to check
the relay.  Reassemble the horn bush, horn push and rubber dress ring into
the steering wheel.

Find the horn relay near the fuse block and pull the wire from the horn
push (this is where Dan Master's book comes in handy as I have forgotten
what color the wire is) and see if the horns are still on.  If they are
then replace the relay.  If they are now off then there is a short to
ground in this wire.  Locate and repair short..

It's just that simple.
