Maybe you mean NAFTA, the North American Free Trade Agreement ?  It's only 
for trade within North America (eg Canada, US, Mexico) !

Of course, IMO, it has so far only succeeded in creating Ross Perot's 
"giant sucking sound" <g>

It's rather amazing reading, if only to see what level of detail things are
