That's been my experience too; I've bought lots of stuff from England
over the years and I seem to get charged duty about half the time. It
seems to be completely random as to whether I get charged the duty or
not. Once though, several of us pooled orders and ended up with quite
a large order and found out that if the order is big enough that it
has to go through a customs broker before the shipment will be released.
That got *expensive* really fast; unfortunately, I don't remember the
details of that transaction.
