A few thoughts here Dave...
Do you have the distributor in? It has to be there to engage the oil
pump input shaft.
Do you have the distributor in correctly? It can be a real bear
sometimes to get the dog on the bottom of the distributor engaged onto
the slot on the end of the oil pump input shaft.
Is there sufficient oil in it? It happens.
You are turning it over with starter? A better idea is to remove the
distributor, get an old long screw driver this no good, whack the handle
off, and cut a small slot in the screwdriver tip. Chuck it into a
reversible drill, put the modified screwdriver onto the oil pump input
shaft and fire away......it should produce oil pressure plus you are not
turning the crank and cam in dry bearings,
This has always worked for me.
