No, the brake line has clips that hold it to the frame such that this type of
rub is precluded. Remembering, the brake line runs on the back side of the
crossmember, not in front of it. Look on the back of the crossmember, you
should see the line clip holes. If the clips aren't there they can be bought
from TRF or Moss.

Yep, that's pretty much it. I've done it before, and you've included most the
steps except: have a beer. I'd do it from beneath. I'd put the car up on jack
stands & take the tires off. Since the brake line runs behind the frame
crossmember, and the hose is in front of it, removing the hose won't give too
much extra space, but hey, go for it.
