Speedo recalibration

Here's a bizarre question, prefaced with a little background:

The PPO of my GT6 had put larger than stock wheels and tires on and had the
speedo recalibrated (his words) to reflect the larger rolling circumference.
This also caused an unwanted scrub on the front bulkhead and inner fenders,
so the PO went back to the original 4.5J x 13 wheels, etc.

I'd like to keep the car as original as possible, but I'll need to
'recalibrate' the speedo back to its original value.  Is this easily done
with a plastic driven gear or is it an arcane art that can only be
accomplished at great cost?  And, BTW, where might I send it if it turns out
that I can't do it?

I'd appreciate anything you have to offer.  Post to the list or reply to me
