John, that is a change since August '94 when I got my certificate.  There is a
section about half way down in my certificate which says "Other Numbers" and
gives the key codes.  The key codes are also listed on the Invoice - a copy of
which came with my certificate.  Are you saying that they have changed the
certificate?

JMO - BTW, I don't think all this "security" is really necessary.  One really
doesn't need much work to a) "break into" one of these cars or 2) "hot wire"
and start them.  However, having the key number IS handy for the owner, in
case a replacement is needed.  I can't see very many bad guys going to all the
trouble to send to the BMIHT for a certificate in order to get key codes for
evil purposes.  But I can see that not making a "separate request" with proof
of ownership etc. could result in problems for the owner when he/she doesn't
have the codes if needed later.
