Given your descrition, the chokes are almost certainly too big. This is
a fairly common problem - people use race setups that they get out of
the book, and those setups are designed for ideal performance at WOT.

That means that they need to flow a lot of air. Flowing a lot of air
means that there's very little vacuum signal at idle.

A TR6 for "road" use probably wants to start out with a 28mm choke.
30mm at the most.  I'd check that first. The chokes have the most
effect on drivability of the car.

The unfortunate thing is that chokes are not cheap - testing a
different set will cost a bundle, unless you can find a local shop that
has parts you can "try".

There is, unfortunately, no way to tune Webers long distance.  They're
*too* flexible.
