wheels has been cut out, and steel tubs have been welded in
place.
This is generally done to fit HUGE wheels under a car, like
the kind that nearly touch in the middle. The "tubs" are the
inner fenders which of course need to be much roomier underneath
than originals.

It's what you do to work three pedals with only two feet.
The common use is downshifting for a corner under hard braking. The
left foot is working the clutch, the right toe is working the brake,
and the right heel is "blipping" the throttle to perform the downshifts.
Requires a certain pedal placement that many cars don't have. Also
requires some dexterity, but the throttle blipping isn't required to
be as precise as usual.
