Brad,
First check that you have the correct needles, they have letters or 
numbers stamped
on their shoulders.  Moss will list the correct one in their catalog.  
Next
check the jets hole shape and size, the hole must be round not oblong. 
The needle
shoulder should be flush with the air piston.  If dropping it down makes 
the 
engine run leaner then its time to buy new jets. This all assumes that 
the 
float is not sinking or the float needle and seat is not stuck open. And 
finally
the jet must be centered, the air piston must fall freely and click on 
the 
bridge. I bet you thought this was going to be easy, good luck!
