I agree with Dan.  It's the bypass valve.  Check your Bentley 
workshop manual, and it has a wonderful description on how to 
set this guy.  You can buy a rebuild kit for just the bypass
valve from Moss or TRF (I think) for about $15.  I don't recommend
just "bypassing" the thing as it was designed to be operational
on the car, and will likely cause you other problems down the
road.  Also, I've found that the bypass valve on the front carb
is the important one.  This (I believe) is do to the fact that
the front carb controls the vacuum retard.  The bypass valve on 
the rear carb doesn't seem to affect running at all, so I put
mine in the same position as the front (counting turns) after 
the front one was adjusted properly.
